    A number of authors have recently put forward arguments pro or contra various rules for scoring probability estimates. In doing so, they have skipped over a potentially important consideration in making such assessments, to wit, that the hypotheses whose probabilities are estimated can approximate the truth to different degrees. Once this is recognized, it becomes apparent that the question of how to assess probability estimates depends heavily on context.

    In this paper I discuss the rule of inference proposed by Kuipers under the name of Inference to the Best Theory. In particular, I argue that the rule needs to be strengthened if it is to serve realist purposes.     Institutions can be strong or weak. But what does this mean? Equilibrium theories equate institutions with behavioural regularities. In contrast, rule theories explicate them in terms of a standard that people are supposed to meet. I propose that, when an institution is weak, a discrepancy exists between the regularity and the standard or rule.     When organizations solve collective action problems or realize values, they do so by means of institutions. These are commonly regarded as self-stabilizing. Yet, they can also be subject to endogenous processes of decay, or so we argue. We explain this in terms of psychological and cultural processes, which can change even if the formal structures remain unchanged. One key implication is that the extent to which norms, values, and ideals motivate individuals to comply with institutions is limited.
